Does Twitter Instigate Bullying?

Over the weekend, I was reading The Telegraph UK when I passed over a story regarding a popular social networking site, Twitter. Rob Brydon, an actor, comedian, singer, and impressionist, claimed that he was faced with the 'most incredible abuse.' Among his 550,000 followers, he recently received some harsh and hurtful comments regarding a post he had tweeted. Rob Brydon is not the first celebrity to receive unpleasant and inappropriate comments. Another of many celebrities, Wayne Rooney, a Manchester United soccer player, was threatened by a follower, 'I'll put u asleep with 10 seconds.'

Twitter is an open social media site where individuals can continuously update their followers on where they are, what they are doing, or provide their opinion on current news and topics. Followers can comment on their tweets, but is it ok for them to make offensive and unnecessary comments?
